On April 19, 2023, RDA asked the owners of three marketing companies Advice Associates, Lead Marketing and Zameen. Com, to stop advertising illegal housing schemes.
Summary of Case
"On Tuesday, the Rawalpindi Development Authority (RDA) ordered three marketing companies, namely Advice Associates, Lead Marketing, and Zameen.com, to halt their advertising of illegal housing schemes. According to RDA Director General Saif Anwar Jappa, advertising such schemes violates section 46(1) of the Punjab Development Authorities Private Housing Scheme Rules-2021, which states that a sponsor cannot advertise the sale of plots or housing units without prior approval from the authority. Jappa warned that failure to comply with the Punjab Development of Cities Act 1976 and Punjab Development Authorities Private Housing Schemes Rules 2021 could result in legal action against the companies and their owners. He emphasized that a project cannot be considered approved or legal unless it has obtained a NOC from RDA Rawalpindi and that the public is being misled by websites that promote such schemes. Jappa urged the advertising companies to refrain from participating in this illegal activity, as it could deceive investors who put their money into unapproved/fake/illegal housing schemes through their platforms. He instructed the civic body to remove all construction related to these illegal schemes, which could otherwise result in significant financial losses for the public who book plots in them. Furthermore, Jappa stated that the legal status of these projects is available on the RDA website or can be obtained directly from RDA offices."
