Summary of Case
"On 13 Aug, 2021 Ghulam Qadir Shar, a journalist, working for Time News and Daily Panhanji Akhbar, was attacked Sanghar, Sindh province.
Kamal Uddin Shar is the local leader of the Pakistan People’s Party in Workshop City, Sanghar and a prominent landlord. Ghulam Qadir Sha was severely beaten and received emergency medical treatment at Civil Hospital Hyderabad for brain damage. Doctors referred Ghulam Qadir Sha to the Civil Hospital Karachi for intensive medical treatment, where he is currently in the ICU.
Ghulam Qadir Shar recently reported on Kamal Uddin Shar conducting illegal Jirga, an outlawed traditional meeting where a landlord decides on a dispute between two parties.
The inspector general of Sindh Police, Mushtaq Maher has noted the incident and filed a case under the Pakistan Penal Code (PPC). Police are yet to arrest Ghulam Qadir Shar’s attackers.
The journalists from Hyderabad, Sanghar, Sukkur, Khairpur and other parts of Sindh have demanded the arrest of the accused.
The DIGP Shaheed Benazir Abad Irfan Baloch said the sons of the landlord have been arrested, over the charges of attacking a journalist for reporting about a local Jirga that was conducted illegally.
Cousin brother of Ghulam Qadir Shar,Mr. Meer Khan Shar who is also a journalist told PPF that Ghulam Qadir is in ICU, his condition is very critical. They first shifted Qadir to Hyderabad and later he was shifted to Karachi and still he needs prayers. According to Meer, Ghulam Qadir covered a news of Jirga held in “Workshop” area of Sanghar after that he received threats from the Head of Jirga Kamal Uddin Shar.
Editor of Times news and Daily Panhenji Akhbar, Mr. Ali Qazi told PPF that Ghulam Qadir covered a news of the Jirga on the topic of “Karo-Kari” after that at the mid night of Aug 13 the attackers attacked on an injured journalist. He condemned the violence against journalist and demanded fair enquiry. According to him the matter is purely related to his journalistic work. They are bearing all expenditures of Medical.
On Aug 16, 2021 president of Sanghar press Club Mr. Raza khan told PPF that Sanghar Press club and other journalistic organizations of Sanghar condemned the violence and they are protesting in front of SSP office. No official till yet coordinated with them. As Ghulam Qadir is surviving with this condition only because of his journalistic work they are with him and will take every possible step for justice.
On Aug 16, 2021 SHO of police station Mangli Mr. Jumman Khoso told PPF that police arrested 2 accused Ghulam Murtaza and Anwar while other 3 Kamal Uddin and his 2 sons are on pre arrest bail from session court. During investigation He find out that the attack is because of news coverage of the Jirga, Ghulam Qadir reported a news of Jirga held in workshop area to his newspaper and Television.
On Aug 16, 2021 brother of Ghulam Qadir Shar, Mr. Ghulam Rasool Shar told PPF that his brother is in critical condition, the local landlords were angry and gave threats to Ghulam Qadir many times because of his news reporting. As in their area the ratio of violence against women is very high and the families presented matters in “Jirga” due to which Karo Kari and other such incidents are rising. Recently Ghulam Qadir covered a news of a meeting held because of a Boy and girl of the area married secretly after that Kamal Uddin and his sons openly threatened Ghulam Qadir as he will face consequences of this. According to him police is also supporting Kamal Uddin. He himself register a FIR of the attack, after pressure from journalistic bodies Police arrested 2 accused but the main person is still enjoying his life freely.
On Aug 16, 21 President of Shaheed Benazir Abad Press Club Mr. Zulfiqar Khaskheli told PPF that Ghulam Qadir reported about the Jirga over Karo Kari from his area after that he received death threats from Jirga leader Kamal Uddin and his 2 sons. He informed SHO Jumman khoso and asked for protection but he refused. Actually SHO himself is involved in the illegal activities. He condemned the violence against journalist and said that they protested today outside the SSP office and demanded the fair investigation by suspending the SHO and Medical from government. He also demanded the addition of ATA sections in FIR as the registered FIR is weak.
On 14th Jan, 2022 Ghulam Qadir told PPF that case is under investigation and He’s satisfied with police response. "
