Summary of Case
Khalid Khan, a 92 News representative, was allegedly assaulted by Riaz Balochi, Alam Sher, and Amir Khan at the Passport Office in Rahim Yar Khan on August 11, 2025. The attack occurred while Khan was performing his journalistic duties, reportedly for exposing the accused individuals' extortion activities. During the altercation, Khan's mobile phone was damaged, his microphone was broken, and a 2-tola gold chain was stolen from his pocket. An FIR (No. 427/2025) was lodged against the accused under sections 341, 506, and 427 of the Pakistan Penal Code. FIR# 427/2025 lodged on Aug 11 at Police Station City A division, Rahim Yar Khan, on the complaint of Khalid Khan, a representative of 92 News, against Riaz Balochi and others, alleging that the accused committed a serious crime by threatening and beating him unjustly, damaging his mobile phone, breaking the mike, and stealing the gold chain. According to the complaint, Khalid Khan was at the passport office on 11-08-2025 at around 10:30 AM when he was approached by the accused, Alam Sher and Amir Khan. The accused allegedly demanded money from Khalid Khan and started beating him when he refused. During the altercation, the accused snatched Khalid Khan's phone and threw it on the ground, damaging it, and also broke his microphone. A 2-tola gold chain was also stolen from Khalid Khan's pocket. The complainant provided the accused's details, including their names, their father's names, ID card numbers, and mobile numbers. The complainant requested action against the accused and presented videos of the incident as evidence. The FIR was registered under sections 341, 506, and 427 of the Pakistan Penal Code. Khalid Khan spoke to PPF about his experience covering a story at the passport office. He said that he is associated with 92 News as a cameraperson and has previously worked as a cameraman with ARY News for about 12 years. Khan said that he also runs a page on social media where he highlights departmental and non-departmental issues. Khan said that he received information from a Pathan boy about agents being very active outside the passport office. These agents were demanding money from people in exchange for helping them obtain a passport. There were allegations of collusion between some passport officers and these agents, with officers reportedly sharing money among themselves and exploiting people. Sometimes people received their passports, and sometimes they did not, indicating that the process was not being followed properly. When Khan went to the passport office and started making videos, agents demanded money from him - fifteen thousand or twenty-five thousand rupees - to expedite the process and avoid standing in line. As the faces of the agents started getting exposed on social media because Khan was live-streaming, the agents attacked him, snatched his mobile and camera, and injured him. Khan went to the passport office management seeking justice and asking them to take action. However, the management refused to help, stating they had no connection with the agents. Khan then filed an FIR, but the main accused has not been arrested yet. Some individuals are being questioned, but there hasn't been much investigation into the matter. On Aug 11, Khalid Khan covered a story at the Passport Office, Rahim Yar Khan. The story revealed that agents were asking for money from people who were willing to obtain a passport. According to Khalid Khan, despite being told numerous times to stop allowing agents to operate in the office by the management, the office still had agents roaming around. Khan encountered an agent who demanded 20,000 rupees, claiming that 15,000 would go "inside" (presumably to officials) and 5,000 would be kept by the agent. Khan recorded a statement from people there who showed evidence and recordings of the interaction with the agent, refusing the claim. The reporter alleged that despite warnings to the passport office manager, agents were still present in large numbers and were demanding money from people, ranging from 20,000 to 25,000 rupees. The reporter intends to speak with the passport office manager to understand why the agents are not being stopped and why they are causing disturbances and demanding money from people seeking passports. Sub Editor Daily Ibadat Chaudhry Wasim from Rahim Yar Khan, speaking to PPF, confirmed that unauthorized brokers and agents are operating outside the Rahim Yar Khan Passport Office, exploiting citizens applying for passports. According to him, these agents demand money from applicants, and without their "help," it is challenging for citizens to obtain a passport without facing objections. Waseem highlighted that a local journalist who exposed this issue was beaten up by these agents, underscoring the severity of the problem and the risks faced by those who dare to speak out against it. District Reporter 92 news reporter RYK Raja Shahid, speaking to PPF, reported that Khalid Khan, their assistant cameraman with 15 years of experience as a cameraman and photojournalist, was involved in an incident. A complaint was received from a citizen about money being collected from innocent citizens outside the Rahim Yar Khan Passport Office in the name of getting a passport. Khalid Khan was sent with the citizen to record the incident. Raja detailed that a passport agent named Riaz Baloch and his associates attacked Khalid Khan outside the Passport Office, broke his mobile, tortured him, and fled. The video of this incident is available on social media and has gone viral. Following this, a case was registered against Riaz Baloch in the A Division police station. Police arrested one of the accused involved in the incident, while the main accused is on interim bail. The accused has been sent to jail. The main accused, who is on interim bail, is reportedly roaming free and has been threatening Khalid Khan, saying there will be a bad outcome if the case isn't withdrawn. Rahim Yar Khan Union of Journalists’ President Bilal Habib, speaking to PPF, said that Khalid Khan, a former assistant cameraman at 92 News and currently a vlogger addressing social issues, had highlighted the issue of the passport office being dominated by an "agent mafia". Bilal Habib mentioned that Khalid Khan had previously worked with him as a cameraman about a year ago and had covered the passport office issue on social media to raise public awareness.
